Overview

Viral Impulse Burst causes multiple nearby foes to receive a speed increase, but their turn rate and throttle controls will be disabled. Auxiliary, shields, and weapons subsystems are set to 25 for the duration of the debuff, leaving foes in a compromising and forced retreat.

The culmination of these effects is that foes will end up "running away" from the target, giving them an opportunity to regroup for another assault.
  Resistance to Slows will reduce the duration of this debuff.
