Since the sector update, this assignment has been found in the Algira Sector either between the borders of the Dubhe or the Orias sectors. Be sure to try crossing the border from both sides.
Remember to don't go that far from the border between these two sectors. Going farther might make you hit another of the "virtual boundaries" that will reset your DOF list to the standard galaxy wide DOF list.
As of September 10, 2021, this mission can be found in the center of the Cardassian Sector.
