The Biothermal Dampener is a Unique mission reward from the Breen Front mission "Cold Case". Biothermal Dampener is a multi-use device that freezes friendly targets for a short period of time.

Feb 10, 2011 Patch, reworked the Bio-Thermal Dampener effect to last longer but use a new effect that removes players’ ability to grief.
Previously, it did nothing except ice you. If you were stationary it looked like you were frozen in place but if you moved while "frozen" you could get clear of the ice pretty easily. This would also interrupt any windows that players would have open and close them. Another effect was if it was used during a game of Dabo it would end the game.
