Commendations categories are part of the duty officer system and reward progress for increased commendation experience points (CXP) in a variety of different areas. Each category currently has four ranks and a maximum experience cap of 100,000 CXP.
When a new level is reached, you will unlock a duty officer tier from the duty officer store(available from Lt. Ferra at Starfleet Academy or Lt. S'stas at Klingon Academy). Completing tiers one and two will supply a free uncommon (green) duty officer, and the ability to purchase from this tier. Tier three will supply a rare (blue) duty officer and the ability to purchase from that list, and tier four will supply a very rare (purple) duty officer and the ability to purchase from that list.
Once a category is completed, you will be able to turn in any CXP over 110,000 for 
in blocks of 10,000 CXP by filing Commendation reports at the fleet starbase. Maximum CXP that can be accumulated is 150,000 - any excess amount past that is lost.
Other rewards include: Medical, Engineering, and Military unlock the ability to replicate holographic duty officers of increasing quality (tier one unlocks common white, tier two unlocks uncommon, tier three unlocks rare and tier four unlocks very rare). Diplomacy and Marauding unlock several new Transwarp locations (starbases), at tier three the ability to enter the home sectors of the opposing faction (and grant that ability to others via the Diplomatic Immunity or Marauding Force power) and eventually a very rare duty officer from the other faction at tier four.
