The Cooperative Colonial Governor is the governor of the Liberated Borg colony in the Zahl System.

“Zahl System Patrol”: The Governor sends a distress call when the Vaadwaur attack the colony. She considers the colony to be lost, but requests the player's help to provide cover for the evacuating ships.
