The Counter Command Ordnance item set comprises five items - two consoles, interchangeable phaser and disruptor turrets, and a torpedo launcher. It was introduced as part of Season Nine: A New Accord in April 2014.
All items in this set save one are obtained via the 8472 Counter-Command branch of the Reputation System at the following tiers:

Console - Tactical - Counter-Command Multi-Conduit Energy Relay
Item Description
This prototype custom power relay is capable of increasing multiple types of energy potential simultaneously, with almost no loss in efficiency. Any phaser and disruptor weapons equipped on your starship will have their damage output increased, as will any photon torpedoes and mines. The additional radiation damage increase will make your bio-molecular incubation effects more potent, along with any other sources of radiation damage.
Acquiring
This console is only available as a mission reward for completing the Featured Episode “Surface Tension”.
Console - Universal - Hydrodynamics Compensator
Item Description
The Hydrodynamics Compensator console was designed to reduce the challenges in both space travel and combat in Fluidic Space. This universal console provides bonuses to Engine and Auxiliary Power, Starship Targeting Systems Skill and a moderate boost to Turn Rate.

The Hydrodynamics Compensator is only available via the reputation system after gaining Tier I status.

Set 2: Bio-Molecular Instability
- +7.5% Bonus Phaser and Disruptor Energy Damage
- 2% increased chance for Bio-Molecular weapons to apply their Incubation debuffs
Set 3: Heavy Bio-Molecular Turret Barrage
- Targets Self
- 3 min Recharge
- Upgrades your Heavy Bio-Molecular Turret to deal damage to foes within 5km. Applies Bio-Molecular Incubation to all affected targets.
Set 4: Degenerative Wave Signature
- Energy Weapons have a 1% chance to:
- Reduce Hull Healing by 50% for 10 sec
- Disable Hull Regeneration for 10 sec
- Remove one active Heal-Over-Time effect
- Max one per 10 seconds.
- Debuff effect does not stack.
- (Chance increases to 10% vs. Undine)
