[Deuterium Surplus] is a consumable device that provides a quick burst of speed, turn rate and defense.
They are obtained by completing the “Defense Contract” daily mission, available by visiting the Alhena System in the Boreth Sector.
Completing the mission will unlock it as a crafting option in the Engineering School; stack of 5x (or 10x on critical success) can be crafted for 12x [Tritanium], 24x [Duranium] and 5,000 .

This surplus of Deuterium may be used to perform a Deuterium Burn maneuver which will grant a short burst of speed and maneuverability by increasing flow to your Reaction Control Thrusters. Also improves your defense, reducing your chance to get hit.
Deuterium Burn can be used with Full Impulse to increase maneuverability, but the speed boost will not apply. Deuterium Burn does not stack with Evasive Maneuvers.
