Facility 2047 was a covert Starfleet prison located in the Mandel System. Its warden was Hadrian Vosker who was known to operate with a different moral outlook to most of Starfleet.
The facility is likely a predecessor to Facility 4028, having a similar nature, aesthetic and purpose. However 2047 lacks the holographic system employed by the far more advanced 4028.
