Where found

Gladst is purchasable for 20 from the Klingon Chef (Deep Space 9) . It has been found in diverse locations, and should not be assumed to be particularly associated with Klingon missions. Amongst the more unusual places it turns up — for Federation players, at least — are the Romulan/Reman mission “Frozen” and ground missions in the Delta Volanis Cluster. Because of the unpredictability of its appearance, it tends to be a pricey item on the exchange — when and if it actually appears there.

A high enough quality Klingon chef will allow you to replicate it for 20.
