You should learn more about the Difficulty Slider.

More difficult missions are available to you if you are willing to take the risk. These missions will provide you with greater rewards, but there is great danger as well.

You should know how to change your difficulty settings. Please speak to the Assignment Officer.

Goal

Talk to the Assignment Officer in the middle of Earth Spacedock about the Difficulty Slider.
