You get the Accolade People Watcher by going down ALL THE WAY to the end of each alleyway, I counted 4. The one to the right (West) of where you beamed down is easy to miss, the others are easy to spot. As long as you hit the wall at the end of the alleyway, you should get credit.
The Accolade Propaganda Machine is by reading each entry of two "newspaper" kiosks, they're pretty much next to each other.
