Commander Philipa Matthias is the Human counselor of the U.S.S. Enterprise-F.
Philipa's great-grandmother was a Vulcan, and her husband is Bajoran. She was posted to Deep Space 9 after Ezri Dax left to command the U.S.S. Aventine. After DS9, she served on the U.S.S. Fletcher, then worked as a counselor at Starfleet Medical until finally being offered the position of Ship's counselor of the Enterprise by Admiral Beverly Crusher.

- “Boldly They Rode”: Matthias is seen on the bridge of the U.S.S. Enterprise-F, occupying the seat to Shon's left.
- “First Contact Day”: The player visits the bridge of the Enterprise at Utopia Planitia and meets with Philipa Matthias and the rest of her crew.
- “Midnight”: In 2410, Cmdr. Matthias can be seen talking to a Krenim scientist in the hallway outside the conference room on Kyana Research Station before the Iconian Resistance commences its last briefing of the Iconian War.
- Badlands Battlezone: Matthias' Mirror Universe counterpart serves aboard the I.S.S. Enterprise under Admiral Leeta.
Other involvement[]
- In Tales of the War #21, Commander Matthias visits Captain Va'Kel Shon in his ready room. Shon is studying the plans for the final defense of Earth, and Matthias observes that Shon does not agree with the battle plan. Shon states that his true concern is that the war against the Iconians has caused the Iconian Resistance to diverge too far from the ideals of the Federation; however, he cannot come up with an alternative plan. The Commander tells Shon she shares his concerns, and encourages him to raise them to the rest of the Resistance. This story serves as a prelude to “Midnight”.

- Matthias is a recurring minor character in the Star Trek: Deep Space Nine relaunch novel series, also making appearances in the Typhon Pact series. Star Trek Online borrows some elements of her story in the novels (for instance, that she is one-eighth Vulcan and married to and has two children with a Bajoran named Chon Sibias) and discards others (chief among them that Deep Space 9 was never destroyed in the STO continuity, so she never served aboard its replacement).
- Despite Matthias' low profile in the game proper, she is a major character in Christine "Kestrel" Thompson's Star Trek Online short stories. Her role is similar to that of Counselor Deanna Troi's in that it is her job to assist the crew with psychological issues. Her biggest patient is, in fact, Captain Shon himself, who is suffering with severe survivor's guilt following the death or assimilation of his family on Vega Colony.
- A non-interactable version of Matthias occasionally spawns in Earth Spacedock's Club 47, where she stands in the Lounge overlooking Earth, sometimes with other members of the Enterprise crew.
