As of Discovery ARC and the mission streamlining of mission arcs if you've completed Kuvah'Magh amd didn't find a temporal transponder your 23c character cannot complete the 23c arcs unless there is an undocumented way of getting it. Temporal Ambasador was similar and appears to get unlocked by completing all mandatory missions in previous arcs through yesterday's war. Does anyone know which mission unlocks this?
