specialization firing modes[]
Surgical strikes works with this perk now, as of the rework to intel, but the other specialization firing modes, as best I can tell don't get the benefit.
Presumably that means there's an intent so it will likely change on further updates. Especially since specifically camnon abilities like deft cannoner are triggered by rerout reserves to weapons and exceed rated limits.
