Commander Temer was a male Romulan officer and member of D'Tan's Romulan Republic. As of early 2409, he commands the Romulan Flotilla in the Azure Sector and sends the player on his first assignments to help the young Republic by locating Romulan and Reman refugees all over the Sector Block. His aide is Subcommander Nadel and he also commands the R.R.W. D'serek.

“Flight from Virinat”: Temer responds to a distress call from Virinat and subsequently assists the player in fighting off Hakeev and his Elachi allies.- “The Search for New Romulus”: Temer enters the Dewa System aboard the D'serek to confirm the planet's candidacy to become the new Romulan homeworld.
- “Turning Point”: Temer sacrifices himself on Khitomer in order to save Councilor Woldan's life from a bomb planted by the Tal Shiar. Being considered an act of honor, this convinces the Klingon Empire to open negotiations with the Romulan Republic. Subcommander Nadel subsequently takes command of the Romulan flotilla.
“Butterfly”: Aboard the Krenim research station in the Kyana System, a holographic simulation of Temer is present during an experiment to determine the effects of a temporal incursion preventing the discovery of Iconia by the Federation. Without Romulus having ever been destroyed, Temer is a Commander in the Romulan Star Empire plotting to join D'Tan's resistance movement and urging the player to support him.
