Subcommander Kail hands Romulan Republic players a Tesseract Communications Receiver.
The [Tesseract Communications Receiver] is an epic inventory item granted to Delta Recruits during the Delta Recruitment Event. It is used to open the Delta Recruitment User Interface, and provides access to its associated rewards.
Game Description[]
A mysterious artifact granted to you by ... you. It can be used to receive transmissions from any temporal coordinates, and will periodically also grant you the means to claim additional rewards for completing tasks that will assist against the current galactic threat.
Activating this device will open the Delta Recruit User Interface. This window will display a list of tasks and goals that you will be directed to complete. Each time a task is completed, you will be granted the opportunity to claim a reward from this interface.
Completing various tasks may also grant Account-Wide rewards. Any such rewards can be claimed by visiting a Temporal Agent located at Earth Spacedock, Qo'noS or New Romulus Command. Once unlocked, each Account-Wide reward can be claimed a single time by each character on your account.

- The Tesseract Communications Receiver resembles the Temporal beacon seen in the Star Trek: Enterprise episodes, "Future Tense" and "Carpenter Street."
