Defeating an enemy debuffs nearby enemies' damage resistance rating by 7 per rank of the downed enemy. Lasts 8 seconds. Strongest penalty applies. Terrans kill the strongest among their enemies and make sure the rest see. It saves time, and a brutally wrecked corpse is the next best thing to the flag of the Empire.

Trait: Make an Example is obtained through the [Genetic Resequencer - Ground Trait: Make an Example] pack, which is a random reward of the 
[Emperor's Lock Lock Box] and now it can be obtained from the [Infinity Prize Pack: Personal Trait (Ground)] (Infinity Lock Box). On the Exchange it can be found via the "Reward Packs" tab.
